Project Description
Attalia Vicinity is the third phase of five phases that will reconstruct US 12 as a four lane divided highway from SR 124 to the Walla Walla River, and develop a plan for future four-laning from Wallula to Walla Walla.

Recent Progress
The contract was executed June 29, 2006 and the Pre-Construction Conference was held June 22nd. The contractor began work on July 28th on non-critical items of work such as Class A signs, clearing and grubbing, etc. The first chargeable working day was August 21st with the contractor starting to haul common borrow and building embankment for the new eastbound lanes which is now approximately one-third built. The westbound embankment for stage 1 is now in progress. Bridge work started in September with the contractor beginning to install drilled shafts for pier 2 & 3 and spread footings for pier 1 & 4. The girders are also now being fabricated.

Design Construction Impacts
Due to bridge construction delays associated with the Union Pacific Railroad's utility relocation work, contract time was suspended from July 10th through August 21st. The relocation work has been completed and bridge work has started.
The changes that have occurred to date on this project are adding additional shaft rebar to correct a plan error and adding an illumination system. A verbal agreement has been made with Boise to add the illumination system to the A line. The Traffic Office began the illumination design on September 18th and it is expected to be finalized by late October.

Environmental Impacts / Compliance
All necessary environmental permits have been issued. The additional environmental review to utilize the material source from Boise Cascade has been completed. A Walla Walla County Conditional Use Permit has been approved.
The US Army Corps of Engineers has confirmed that the "Talent Ruling" will not affect this project.
Regional Construction staff, with support from Regional Enviromental staff, continue to work with Contractor personnel to ensure compliance.

Impacts to Traffic
Impacts to traffic during this quarter have been minimal. Shoulder closures have been used primary with lane closures used occasionally. The speed limit was reduced from 60 mph to 50 mph during the week days with lane closures. Traffic delays have been minimal.
