Project Description
Attalia Vicinity is the third phase of five phases that will reconstruct US 12 as a four lane divided highway from SR 124 to the Walla Walla River, and develop a plan for future four-laning from Wallula to Walla Walla.

Recent Progress
There are three major components on this project; earthwork, HMA paving, and constructing the new bridge. Earthwork is approximately 95% complete and HMA paving is 55% complete. Continued progress on both are dependent on completion of the new bridge. The bridge deck pour is scheduled to begin June 19th and paving is scheduled to resume in July. The ribbon cutting ceremony is scheduled for late August.

Design Construction Impacts
Generally the project has proceeded well. All impacts listed on the risk matrix have been resolved. The contractor's current schedule shows substantial completion at the end of August 2007. Physical completion is anticipated mid-October, after seeding and fertilizing are complete. Project completion at that time would be well ahead of the initial December 2007 anticipated completion. There have been several change orders to date and some items have overrun plan quantity. While more changes are anticipated through the remainder of the project, all changes combined are anticipated to be covered by the amount set aside for contract contingencies.

Environmental Impacts / Compliance
Regional Construction staff, with support from Regional Environmental staff, continues to work with Contractor personnel to ensure compliance.

Impacts to Traffic
Shoulder closures have been used primarily with lane closures used occasionally. The speed limit was reduced from 60 mph to 50 mph during the week days with lane closures. Traffic is now being delayed briefly; delays have not exceeded 15 minutes.
