Project Description
Attalia Vicinity is the third phase of five phases that will reconstruct US 12 as a four lane divided highway from SR 124 to the Walla Walla River, and develop a plan for future four-laning from Wallula to Walla Walla.

Recent Progress
Activities this quarter include completion of the embankment and paving on the new westbound lanes for the north half of the project, and the new frontage road serving Boise White Paper. The excavation and embankment on the remainder of the project is currently 85 percent complete.
Work on Bridge 12/606S is now well underway. Construction of the bridge shafts and columns are finished, with the crossbeam at Pier 2 being placed this week. The spread footing and abutment wall for Pier 4 have been placed. The contractor has just recently finished placing the concrete for the spread footing at Pier 1 and is now starting to form the abutment wall. All girders for the bridge have been cast, but are not ready for shipment yet.

Design Construction Impacts
Generally the project has proceeded well. Most anticipated impacts listed on the Risk Matrix have been resolved. Winter weather remains the primary risk to timely completion.
The contractor's current schedule shows project completion at the end of August 2007. Project completion at that time would be well ahead of the initial December 2007 anticipated completion.
Two changes have occurred to date, affecting project costs. Additional shaft rebar has been added to correct a plan error and an illumination system is being added to the new frontage road serving Boise White Paper. These changes are within the amount set aside for contract contingences.

Environmental Impacts / Compliance
All necessary environmental permits have been issued. The additional environmental review to utilize the material source from Boise Cascade has been completed. A Walla Walla County Conditional Use Permit has been approved.
The US Army Corps of Engineers has confirmed that the "Talent Ruling" will not affect this project.
Regional Construction staff, with support from Regional Environmental staff, continues to work with Contractor personnel to ensure compliance.

Impacts to Traffic
Shoulder closures have been used primarily with lane closures used occasionally. The speed limit was reduced from 60 mph to 50 mph during the week days with lane closures. Traffic is now being delayed briefly, allowing construction equipment to cross the roadway. Traffic delays have not exceeded 15 minutes.
