US 12 - SR 124 - Burbank Interchange Improvements

Project Description
This project will construct a new interchange to reduce the risk of collisions at the busy intersection of US 12 and SR 124. Constructing the Burbank interchange will improve safety, decrease congestion, and enhance economic vitality for this area.

Project has not been advertised or awarded.

Recent Progress

Preliminary engineering has started.  Meetings are ongoing with local agencies to refine design alternatives.  In July, a Cost Risk Assesment (CRA) was performed on the project.   An open house is planned for October 26, 2006. 

Design Construction Impacts

The project office is currently evaluating impacts from needing to acquire property from the McNary Wildlife Refuge and Hood Park. Some form of Congressional action will likely be needed to acquire Refuge property for the new interchange.  This may impact the Ad date.  Due to the uncertainty of the timing of the necessary legislation, the exact impact to the Ad date is unknown at this time, however it will be delayed to at least October 2009.  WSDOT is currently exploring possible parcels to exchange with the Wildlife Refuge as well as identifying the proper channels to complete the needed legislation.

The CRA that was performed in July 2006 verified the substantial risk the land exchange with the Wildlife Refuge may have to the schedule and cost of the project as well as other risks.  Using a 90% confidence factor, impacts to project cost could range from $13.7 to $15.5 million over the original $21.4 million budgeted.

No impacts anticipated at this time.

Detours and occasional one way traffic are anticipated.
