US 12 - SR 124 Intersection - Build Interchange

Project Description
This project will construct a new interchange to reduce the risk of collisions at the busy intersection of US 12 and SR 124. Constructing the Burbank interchange will improve safety, decrease congestion, and enhance economic vitality for this area.

Contractor/Consultant
Project has not been advertised or awarded.

Recent Progress
The required environmental analysis and reports has started. Meetings are ongoing with local agencies to refine design alternatives. WSDOT is currently identifying the appropriate contacts to complete the needed Congressional action for the land exchange. McNary Wildlife Refuge and WSDOT have agreed on a potential parcel for the land exchange and continue to work together on the environmental and real estate process. WSDOT will finalize the ultimate configuration of the interchange this spring after addressing comments from the October 2006 open house. Current modifications reduce wetland impacts and associated environmental documentation, decreasing potential schedule delays and costs.

Design Construction Impacts
The total cost of the project could exceed current funding by approximately $14 to $16 million, including additional inflation and escalation costs as verified in the July 2006 Cost Risk Assesment. WSDOT believes many of the major cost risks may be overcome at this stage of the project and has not included this amount in the total project cost.  An increase of approximately $4.5 million for inflation and escalation costs have been included in the 2007-2009 Governor's Budget.
Delays may arise from the acquisition of property from the McNary Wildlife Refuge, a process requiring approval from Congress. WSDOT has met with Congressional staff and has received a support letter from a key Refuge conservation group. Letters from additional groups are being sought. McNary Wildlife Refuge and WSDOT have agreed on a potential parcel for the land exchange and continue to work together to complete the transaction. The property appraisal is currently being prepared. The process for the land exchange will likely impact the Ad date. Due to the uncertain timing of the Congressional action, the exact impact to the Ad date is unknown, however it will be delayed to at least October 2009.  

Environmental Impacts / Compliance
Recent interchange design modifications will reduce environmental impacts.

Impacts to Traffic
Detours and occasional one way traffic are anticipated.
