US 12 - SR 124 Intersection - Build Interchange

Project Description
This project will construct a new interchange to reduce the risk of collisions at the busy intersection of US 12 and SR 124. Constructing the Burbank interchange will improve safety, decrease congestion, and enhance economic vitality for this area.

Contractor/Consultant
Project has not been advertised or awarded.

Recent Progress
The majority of the field work has been completed for the cultural / environmental analysis; discipline reports are due the end of 2007.
Recent communication with U.S. Fish and Wildlife Service (USFWS) indicates the land exchange might be approved at their Regional level instead of requiring Congressional approval. USFWS may also increase the allowable search area for possible replacement parcels to 1 mile outside the refuge boundary. With this new information inquiry letters have been mailed in order to find potential parcels for the land exchange.
After analyzing the wetland and geometric issues for the interchange at US 12 & SR 124 a likely preferred alternative was drafted. This was presented to the US Army Corps of Engineers in May 2007. There main concern is access to Hood Park by recreational vehicles. We assured them that RV’s will be able to make the turns in and out of the park. This latest likely preferred alternative will be shared with our other stakeholders this summer.

Design Construction Impacts
The total cost of the project could exceed current funding by approximately $10 to $12 million, as verified in the July 2006 Cost Risk Assessment. WSDOT believes many of the major cost risks may be overcome at this stage of the project and has not included this amount in the total project cost. Delays may arise from the acquisition of property from the McNary Wildlife Refuge, a process requiring the approval of either Congress or the Regional USFWS office. WSDOT continues to pursue both Congressional and USFWS approval to minimize risk to the project schedule.

Recent interchange design modifications will reduce environmental impacts.

Detours and occasional one way traffic are anticipated.
