US 12 - SR 124 Intersection - Build Interchange

Project Description
This project will construct a new interchange to reduce the risk of collisions at the busy intersection of US 12 and SR 124. Constructing the Burbank interchange will improve safety, decrease congestion, and enhance economic vitality for this area.

Contractor/Consultant
Project has not been advertised or awarded.

Recent Progress
WSDOT continues to work closely with the McNary Wildlife Refuge and the US Fish and Wildlife Service to identify a suitable parcel for the land exchange. Due to biology and location the four willing sellers identified last quarter have been reduced to one. The appraisal of this property should be completed in late January.

Design Construction Impacts
Further delays in the Wildlife Refuge right-of-way acquisition process may affect the project schedule, with likely cost increases due to inflation. The potential cost of the exchange parcel may also increase the total project cost.
Risks to the project schedule and budget are now primarily centered around the land exchange process. WSDOT has worked with concerned community members to reduce the likelihood of budget risks due to possible design modifications relating to highway access.

Environmental Impacts / Compliance
Recent interchange design modifications will reduce environmental impacts.

Impacts to Traffic
Detours and occasional one lane traffic are anticipated.

Right of Way Certification Sept 08 Possible impact due to delays in acquiring Refuge property. Approval to change the certification date to Oct 09 will be requested as part of the 2008 Supplemental budget.
Contract Ad Date Oct 09 Possible impact due to delays in acquiring Refuge property. 
Operationally Complete July 11 Possible impact due to delays in acquiring Refuge property.
