Project Description
This project will construct a new interchange to reduce the risk of collisions at the busy intersection of US 12 and SR 124. Constructing the Burbank interchange will improve safety, decrease congestion, and enhance economic vitality for this area.

Project has not been advertised or awarded.

Recent Progress

Preliminary engineering has started.  Meetings are ongoing with local agencies to refine design alternatives.  An open house was held on October 26, 2006.  A replacement parcel has been identified that is suitable to the McNary Wildlife Refuge for an exchange.  The parcel owner is a willing seller  Appraisals and negotiations will take place in the coming months.  WSDOT is currently identifying the appropriate channels to complete the needed legislation for the land exchange.

Design Construction Impacts

The project office is currently evaluating impacts to the project from acquiring property in the McNary Wildlife Refuge and Hood Park. Some form of Congressional action will likely be needed to acquire Refuge property for the new interchange. This will likely impact the Ad date. Due to the uncertainty of the timing of the necessary legislation, the exact impact to the Ad date is unknown at this time, however it will be delayed to at least October 2009.  

Comments from local residents at the open house centered around the proposal to close Humorist Road to US 12 access and about the existing congestion on SR 124 through Burbank Heights.  Many feel closing access to Humorist Road will have a detrimental impact on their community and possibly decrease safety on SR 124 and the local roads.  We are evaluating the issues raised and will be addressing their concerns.

The CRA that was performed in July 2006 verified the substantial risk the Refuge land exchange, environmental documentation and other risks may have to the schedule and cost of the project.  Using a 90% confidence factor, impacts to the project cost could range from $13.3 to $15.5 million over the original $21.4 million budgeted.
