Project Description
This project is phase six of eight phases that improve US 12 from SR 124 (Burbank) to Walla Walla. This approximately eight mile project will reconstruct US 12 from McDonald Road to Walla Walla as a four lane divided highway, with improved capacity and enhanced safety.

Contractor/Consultant
David Evans and Associates is preparing the Resource Reports. Landau and Associates is studying the springs near Pine Street.

Recent Progress
Interchange and Intersection Plans for Approval were submitted. The traffic report has been amended to include the interchange at Myra Road. The comment period for the Findings and Orders is from 12/2005 to 01/2006.

Design Construction Impacts
Building the Pine Street Interchange has increased the impacts on a spring and associated wetlands. This increase in wetland impacts will change the Environmental Permit requirement to a Corp of Engineers 404 Individual Permit and a Dept of Ecology 401 Certification. These two permits and development of wetland mitigation plans will require additional time to complete and incorporate into the contract plans.
Three land owners have revised the usage of their properties or sold portions of their property, which will have an impact on the cost of right of way acquisition and on frontage road construction for this project.

Environmental Impacts / Compliance
A newly formed preservation society has released information on the Battle of Frenchtown indicating this project may impact the battle site. Additional research will be required.
Preliminary data on the springs near Pine Street indicates that low levels of hydrocarbons may be present in one of the wells. Additional data is being gathered to indicate the extent of this contamination.
