Quarterly Project Report Update for Quarter Ending September 2007

Project Title & Location
US 101 - Mt. Walker NB & SB Passing/Truck Lane, located between Quilcene and Brinnon

Project Description
On the Olympic Peninsula there are limited areas for a traveler to pass slow-moving vehicles, creating a safety hazard and delaying motorist. This mobility improvement project provides passing opportunities on the US 101 corridor.

Contractor/Consultant
Lakeside Industries of Port Angeles, Washington

Recent Progress
The project has been awarded to Lakeside Industries on May 21.  Execution was June 5, 2007.  Construction began on June 15, 2007.  All BMP's have been installed. All Clearing and Grubbing operations are complete.  All roadway surfacing materials have been constructed. Both passing lane sections have been paved. Permanent signing, striping, and seeding has finished.  Landscape planting has been completed but a one year establishment is requied.

Design Construction Impacts
Blasting for some roadway excavation.  Cutting of some Olympic National Forest timber.  Impacting an existing Roadway Weather sensor.  All of these impacts have been addressed.

Environmental Impacts / Compliance
As designed, the project will have some adverse impacts to critical habitat. The impacts will be addressed by limiting some activities to certain hours of the day. All Permits have been obtained.
All BMP's are functioning and are inspected regularly.  Detention areas facilities have been built. No erosion has occured and no strorm water has left the project site.
All work has been within compliance.

Impacts to Traffic
Impacts to date have been minor.
Flagger controlled one-way traffic with PCMS signs is the method being used.
There has been no complaints or accidents.
WZTC has been working very well.

Project Milestones Scheduled Attained Milestone Outlook
Begin Preliminary Engineering December 15, 2005  November 1, 2006 Completed.
Right of Way Certified March 1, 2007 May 25, 2007 Right of Way was completed and Forest Service lease concerns were addressed.
Environmental Document Complete November 15, 2006 April 2, 2007 All documentation is complete.
Contract Advertisement April 2, 2007 April 16, 2007 Construction has begun and is 98% complete.
Operationally Complete October  2007 September 19, 2007 Passing/Truck lanes are open to traffic.
