Project Description
This project adds lanes and enhances safety on 1.8 miles of congested state highway.

Recent Progress
Delays in design completion and concerns about receiving environmental permits and completing right of way acquisition in time has caused the project advertisement to slip two months from February to April 2005. This delay should not compromise the construction season and open to traffic date. Acquisition of Right of Way parcels by the real estate consultant continues with good progress to meet the current ad date. The design team and environmental specialists have completed addressing permitting agencies comments and all environmental permits are expected in early April. Coordination with Utility Companies to relocate their facilities is on going.
As early as April 2005, crews from Snohomish Public Utility District (SnoPUD) will begin removing trees along SR 9 to make room for the utilities relocation and the highway widening.

Design Construction Impacts
The design team continues to monitor progress on the time critical activities of environmental permits and Right of Way acquisition. As mentioned in the last report, the design team has prepared alternative construction sequences in order to respond to any potential delays that might come from these activities. Coordination with adjoining utility companies is ongoing, as well as our continuing efforts with Snohomish County and the Brightwater Treatment Plant design teams.

Environmental Impacts / Compliance
No significant impacts. This project will meet all applicable permit requirements and avoid any stream or wetland impacts where possible or mitigate for the impact through the creation or enhancement of new wetlands. This project will construct storm water facilities to treat for quality and quantity. Construction will incorporate use of temporary erosion control measures to minimize impacts.

Impacts to Traffic
Construction will start in the summer of 2005. Traffic will experience narrower lanes and shoulders, slower speeds and occasional stopped traffic in construction work zones during the daytime. Also, some night and weekend lane and roadway closures may occur during the construction period. Anticipate a comprehensive public information effort to share timing of construction activities and traffic impacts. All 4 lanes should be open to traffic by Summer 2007.
