Quarterly Project Report Update for Quarter Ending December 2006

SR 9 – SR 522 to 212th St. SE; Widening
(Stages 1b & 2), North Woodinville

Project Description
This project adds lanes and enhances safety on 1.8 miles of congested state highway.

Contractor/Consultant
Wilder Construction of Everett.

Recent Progress

Cutthroat Creek and Great Dane Creek Culvert work is complete
Wall 4 is complete
Paved the eastside of SR 9 from Cutthroat Creek to north of SR524

Bridge 9/104 is complete

Design Construction Impacts

Utility relocation work continues to be a concern for potential schedule delay and increased construction cost.  We are working with the Utility companies and the contractor to minimize impacts.

 

More than anticipated ground water and offsite water has impeded the contractor's ability to do the work.  Dewatering system and French trench were installed to help mitigate the problem.  However, we anticipate that this problem will be ongoing and will have cost impacts to the project.

 

There is a potential risk of schedule and cost impact for Wall 1 and SR522 off-ramp widening work due to limited work space, nearby sensitive areas, offsite and ground water and working through the wet winter.  We are working with the contractor to minimize the potential cost and schedule impact.

 

Environmental Impacts / Compliance

There were several water quality exceedances on this project.  We are working with the contractor to eliminate/reduce these exceedances.  There were no environmental violations thus far.

There is a potential environmental risk for Wall 1 and SR522 Off-Ramp work during the wet winter months.  We are working with the contractor to revise the erosion control plans for those two areas to minimize this risk.

Impacts to Traffic

Traffic has experienced narrower lanes and shoulders, slower speeds and occasional stopped traffic in construction work zones during the daytime.  Some night and weekend lane and roadway closures occurred during construction period.  A comprehensive public information effort to share timing of construction activities and traffic impacts has occurred.

OT: Open to Traffic * January 2008   Due to the impact of ground water and offsite water, we are six to 8 weeks behind on accomplishing one of our milestones; to shift all traffic to the east side of the newly paved road.  We currently have partial traffic shift from SR 522 to Cutthroat Creek.  However, we believe that we can still complete this project and open to traffic by September 2007.
