Quarterly Project Report Update for Quarter Ending March 2008

Project Title & Location
SR 9, Schloman Road to 256th Street NE and 268th Street NE.

Project Description
This project will widen SR 9 to provide 12 ft lanes and 4 ft shoulders while realigning curves, flattening slopes and improving safety features. This project will provide water quality treatment and detention, and wetland mitigation and left turn lanes at Armstrong Rd, 252nd St, and 268th St. This project will reduce the number and severity of accidents on SR 9 between the Stillaguamish River and Bryant.

Contractor/Consultant
Parametrix consultant designer for project.The contractor is Scarsella Bros. Construction.

Recent Progress

The Contractor has built the new alignment fill to the end of the new alignment.  They are presently working on the bridge across Harvey Creek and Harvey Creek Road.  They are working on the new soldier pipe wall at 268th Street. They have installed most of the drainage from the end of the new alignment to the bridge and from the bridge to the pond near the bottom of the new alignemnt fill.  The mitigation site has been graded and the slopes approacing the bridge have been planted.  They have raised the grade and paved the low area of the roadway south of 268th Street. 

 

Risks

The utilities relocation to occur during construction.  We have coordinated our construction schedule with Sno.Co PUD and we will include their schedule in our contract. The Utilities have moved their facilities as of February 15, 2008.  Except the telephone companies want to install a carrier conduit between the bridge girders with Scarsella Structures installing inserts in the bottom of the bridgfe deck and casting the diaphragms with blockouts through them for their conduit.  There is a possible delay claim for gaining access to the area north of Harvey Creek Road which is a private road which RES had to get a permit to use.  In addition a Type 4 stream was discovered along the bottom of the slope at the base of the gully which was filled for the new roadway fill.  This required permit modifications and construction of a new stream along the west side of the embankment.

Design Construction Impacts
Construction activities will necessitate shoulder and lane closures for transition sections between the new alignment and existing alignment in the Schloman Road vicinity.  Lane and shoulder closures will also be required for the intersection improvements at 252 and 268th.  Weekend closures and detours will be necessary to connect the new alignment to the old at Schloman Road Vic., at the top of the new embankment, and to make the profile correction south of 268th Street NE.  A Risk Matrix has been prepared for the project.  

Environmental Impacts / Compliance
Project will impact 1.5 acres of wetlands and will place fill in the floodplain.  Wetlands adjoining the project will be restored to mitigate impacts and floodplain impacts will be mitigated for in accordance with the zero rise requirements.  One residence will be relocated to make way for new roadway. 

Impacts to Traffic
Construction will require lane closures for widening activities.  Two weekend closures and one 5 day closure will be necessary to connect the new alignment to the old.  The construction office will need to coordinate with State, Local, and private stakeholders.

Right of Way Certified November 2006   R/W tracking for budget & schedule.  Plan changes required in Bryant Vicinity (Sno CO Parks Centennial Trail).  Other changes may be required to address wells and drainfield concerns by Sno Co Health District.  This issue is under review by Parametrix.
Design Documentation April  2004  February 2005 (DRAFT) Final Design Documentation Package due with 100% PS&E submittal, which is due 8/14/06.
Environmental Permits October 2006  

JARPA application denied without prejudice by DOE.  We are coordinating with the DOE and incorporating our responses into a new application package.  

Sno Co. comments to the Shoreline Permit application and Flood Hazard Permit application received.  Requested a flood equalization study to verify that water is not being impounded between the old and new roadway alignments in the Schloman Road segment.  Parametrix is in process of completing the study.  Region Environmental staff are responding to remaining comments, including proximity of wells and drainfields to the roadway widening improvements.

The Water Quality Certs (released under the JARPA application, above) cannot be released until after the Shoreline Permit is approved.

Contract Advertised November 2006   Environmental Permits are now on the critical path.  WSDOT will probably not have permits 10-12 weeks in advance of Ad.  Still optimistic that permits will be obtained prior to current Ad date.  Ad date is currently 12/26/06.
