SR 9 - Schloman Road to 256th Street NE

Project Facts
  • We will need to close one lane to finish the widening work. We will need two weekends and a total of five-days to connect to the new alignment.
  • A wider road, better lighting at intersections, new left-turn lanes and filled in low spots on the road  will reduce collisions.
  • We will create a wetland and provide water quality treatment and a detention pond to improve water quality and salmon habitat in the area.

Project Status

February 2007

• We opened the project for competitive bidding in January.

• This project has been combined with two other projects on State Route 9 (SR 9): 268th St. Intersection and 252nd Street NE.

•  Drivers can learn more about a recent SR 9 Safety Study (pdf 1mb) or sign up to receive e-mail updates about work along the SR 9 corridor and other state roads in Snohomish County.

We plan to straighten the curve and improve the intersections between Schloman Road and 256th Street NE north of Arlington.

Why is WSDOT improving SR 9 north of Arlington?
SR 9 between Schloman Road and 256th Street NE contains a curve that makes it difficult for motorists to see other drivers slowing down to turn or pulling out from roads and driveways. We will straighten out this curve, improving the sight distance. We will also be constructing left-turn lanes to improve traffic flow and safety.

The End Result
Providing left-turning vehicles with their own lane will significantly reduce rear-end collisions and improve traffic flow on SR 9. Straightening out the curve will make it easier for motorists to see what is going on ahead of them. Constructing storm water treatment facilities and a wetland will improve area water quality.

Project Benefits
• Safety. A wider road, better lighting at intersections, new left-turn lanes, filled in low spots on the road and other improvements will reduce the risk of collisions.

• Traffic Flow. Providing left-turn lanes will give drivers the opportunity to move out of the flow of traffic to make turns. This will allow through-traffic to continue without waiting, reducing congestion and increasing traffic flow.

• Environment. WSDOT will create wetlands, and provide storm water treatment facilities to improve water quality and fish habitat.

What is the project timeline?
Spring 2007 - Construction begins

Fall 2008 - We expect to complete construction

Public Involvement
Your thoughts and opinions are important to us. We hosted two successful open houses between November 2002 and March 2003. More than five dozen attendees at each event reviewed proposed designs, accident data and discussed concerns with WSDOT staff.

Concerns included maintaining access, reducing the speed limit, property impacts, and making safety improvments at the SR 9/Schloman Road curve and at intersections.

Attendees were able to choose a preferred design alternative for straightening the Schloman curve during the first open house. During the second open house, attendees had the chance to look at the preferred alternative to fix the roadway and ask questions.

We appreciate everyone who made the effort to comment on the project. Many of your suggestions were included in the project design, including your support for maintaining Bryant Store access, and keeping SR9/269th PL NE intersection open.

For more information, please contact corridor project manager Dawn McIntosh at (206) 440-4957.

Environmental Protection
Sensitive areas, such as wetlands and streams along the highway, have been marked during design to avoid negative impacts whenever reasonably possible. Crews will build a wetland and runoff ponds to hold storm water and treat it before it is slowly released into nearby waterways. Crews will also replace culverts to improve salmon habitat and help prevent roadway flooding which keeps drivers safer during storms.

The chosen contractor must comply with federal, state and local environmental regulations during construction.
Please visit the WSDOT Environmental Services Web site for more information.

Increasing safety is one of our priorities
Safety improvements include widened shoulders to reduce run-off-the-road accidents; widened lanes for improved driver comfort and reduction of head-on collisions; filling in lower spots on the road for improved sight distances; construction of a left-turn lane for reduction of rear-end accidents; realigned intersection approaches and flattened side slopes for better sight distance; better intersection lighting for greater visibility when turning; and relocation of roadside utility poles, mailboxes, fence posts, and trees for safer roadsides.

Will this project impact tribal resources?
Section 106 consultation was initiated in March 2003 with the Tulalip, Swinomish, Stillaguamish, Samish, and Kikiallus Tribes. A Cultural Resource Survey was prepared and sent to the Tribes for their comment and review in September 2003.  Section 106 consultation was reinitiated with the Stillaguamish, Swinomish, and Tulalip Tribes in November 2004. Two subsequent addendums to the original Schloman Road Cultural Resource Survey were prepared and shared with the Tribes, the first in January 2005 and the second in September 2005.  Coordination with all interested Tribes will continue throughout the design and construction of all projects on SR 9.

To learn more about Section 106 Tribal Consultation (also called government-to-government tribal consultation process) please visit WSDOT's Tribal Liaison page, where you'll find the WSDOT Centennial Accord Plan and WSDOT's Tribal Consultation Policy (Adopted by the Transportation Commission on February 19, 2003).
