Project Description
This project adds lanes and enhances safety on 2.7 miles of congested state highway.

Contractor/Consultant
This project is not yet advertised or awarded.

Recent Progress

Project conducted its first open house in February 2008. A cost risk assessment, a value engineering study, and a noise study have been completed. Right of way plan and a record of survey plan have been approved. The project was presented to the Multi-agency permitting team and federal services for early coordination and feedback. Channelization plans/alignment alternative is in final review and approval phase.

The project team is working on completing its environmental discipline reports and permit applications by fall 2009. Design team is coordinating with all the utility companies to relocate their facilities by construction start. Design team is working towards completing its 60% package by summer 2009.

Design Construction Impacts
Traffic volumes and development along this highway corridor have grown much faster than was anticipated when the need for this project was first identified over ten years ago.  In response to this, WSDOT has advanced some of the design funding for this project by one year.

Environmental Impacts / Compliance
This project will implement strategies and make effort to meet all permit requirements and to minimize and/or avoid impacts to environmental resources where possible. Unavoidable impacts will be mitigated through creation or enhancement of existing wetlands and streams.

This project will construct storm water facilities to provide water quality and quantity treatment that meets the WSDOT 2008 Highway Runoff Manual and 2007 Hydraulic Manual requirements. During construction, temporary best management practices (BMPs) will be enforced to comply with permit requirements.

Impacts to Traffic
Construction will start in the summer of 2011.  Traffic will experience narrower lanes and shoulders, slower speeds and occasional stopped traffic in construction work zones during the daytime.  Also, some night and weekend lane and roadway closures may occur during the construction period.
