Project Description
This project will construct northbound and southbound left-turn lanes on SR 9 at 188th St SE, a two-way left-turn lane on SR 9 at 172nd St SE, and a southbound lane on SR 9 at SR 96/Lowell-Larimer Rd. A traffic signal will be installed at 164th St SE.

Contractor/Consultant
HNTB will complete the Preliminary Engineering services, with the exception of R/W Plans, appraisals, and acquisitions, Environmental documentation and permits, and utility agreements (if needed).

Recent Progress
Scope and budget negotiations were completed in May with HNTB Consultants. The consultant scope will design intersection improvements at 152nd St. SE and at 164th St. SE. A traffic signal will be installed at 164th St. SE. High accident corridors (HAC) and high accident locations (HAL) will be addressed between 172nd St. SE and SR 96. Stormwater treatment will be included within the project.
No improvements will occur at 188th St. SE. A two-way left turn lane will not be built at 172nd St. SE and a southbound lane will not be added at SR 9/SR 96.
Project design was initiated and a kick off meeting was held on 7/12/06. In addition to HQ, Region, and HNTB staff, Snohomish County Public Works was also in attendance. Draft Stormwater Report returned from Region Hydraulic with comments. Report to be finalized by HNTB. Right of Entry requests submitted to Region Real Estate Services. Once received, aerial photography and wetland delineation will be scheduled.

Environmental Impacts / Compliance
Wetlands impacted by the intersection improvements will be mitigated off site. Advanced wetland mitigation banking will be used for the project.
SEPA documention will be completed for the project. However NEPA level supporting documentation will be completed to meet the requirements of the U.S. Army Corps of Engineers permitting process. A Corp permit will be required.

Impacts to Traffic
Single lane and shoulder closures will be necessary to accomplish the following work: roadway widening, paving/striping at 152nd and 164th, install signal/illumination system at 164th. Short term, intermittent, lane and shoulder closures may be required to address roadside objects, etc. associated with the HAC/HAL.
