Quarterly Project Report Update for Quarter Ending March 2006

Project Title & Location
SR 9 / 212th St SE Vic. to SR 96/Lowell- Larimer Rd. Vic.

Project Description
This project will construct northbound and southbound left-turn lanes on SR 9 at 188th St SE, a two-way left-turn lane on SR 9 at 172nd St SE, and a southbound lane on SR 9 at SR 96/Lowell-Larimer Rd. A traffic signal will be installed at 164th St SE.

Contractor/Consultant
HNTB will complete the Preliminary Engineering services, with the exception of R/W Plans, appraisals, and acquisitions, Stormwater Report, Environmental documentation and permits, and utility agreements (if needed).

Recent Progress

Scope and budget negotiations are continuing with HNTB Consultants. 

 

The environmental impacts have been reassessed and determined to lie entirely within the Snohomish River Watershed, which has recently received regulatory approval for advance wetland banking.  Thus, advanced wetland banking will apply to this project.

Environmental Impacts / Compliance

Wetlands are impacted for the roadway widening and the construction of water quality/water quantity facilities and will be mitigated off site.

 

SEPA documention will be completed for the project.  However NEPA level supporting documentation will be completed to offset risk of needing a NEPA document under NWP.  A Corp permit will be required. 

 

Impacts to Traffic

Single lane and shoulder closures will be necessary to accomplish the following work: paving/striping at 152nd and 164th, install signal/illumination system at 164th.  Short term, intermittent, lanes and shoulder closures may be required to address roadside objects, etc. associated with the HAC.
