Quarterly Project Report Update for Quarter Ending December 2005

Project Title & Location
SR 9 / 212th St SE Vic. to SR 96/Lowell- Larimer Rd. Vic.

Project Description
This project will construct northbound and southbound left-turn lanes on SR 9 at 188th St SE, a two-way left-turn lane on SR 9 at 172nd St SE, and a southbound lane on SR 9 at SR 96/Lowell-Larimer Rd. A traffic signal will be installed at 164th St SE.

Recent Progress

We are proposing to re-define the scope from the March 2005 QPR by NW Region Traffic to better address the current safety needs intended by this project.  In addition, this project has added the design of a wetland mitigation site which includes additional r/w acquisition for a mitigation site (see “Environmental Impacts/Compliance” ). 

 

The budget and schedule have been re-evaluated and based on the lack of workforce, it is recommended that this project be completed, utilizing a Consultant.  The estimated budget includes the cost of using a Consultant to complete the design of this project through PS&E.  However, it is recommended that the hydraulic design and the preparation of the right of way plans be completed in house since the hydraulics is at 75% completion and the r/w plans are 50% completion.

 

The current budget is adequate for the proposed revisions to this project, however, funds need to be reallocated with $163,745 transferred from CN to PE.

Design Construction Impacts

This project will have the challenge of coordinating the use of the Advance Banking Site and designing a wetland mitigation site concurrently.  Should the use of the Advance Banking Site not be approved by the Permitting Agencies, the wetland mitigation site will be ready to go to avoid delaying the Ad Date.

Environmental Impacts / Compliance

Wetlands are impacted for the roadway widening and the construction of water quality/water quantity facilities and will be mitigated off site.

 


This project plans to provide wetland mitigation through an Advance Banking Site that is not in the same basin as the project.  Due to the risks involved in this process regarding approvals from some of the permitting agencies, this project will plan on utilizing the Advance Banking Site and will also develop a wetland mitigation plan and a plan for purchasing r/w for wetland mitigation.

Impacts to Traffic

Single lane and shoulder closures will be necessary to accomplish the following work:  Roadway widening, paving/striping, install signal/illumination system.
