Project Title & Location
SR 704 - Cross-Base Highway, Project 1 - Spanaway Loop Road to SR 7

Project Description
When completed this project will provide a direct east-west highway connecting I-5 and SR 7. The Cross-Base Highway will be a new six mile, four lane limited access highway with four signalized intersections and two new interchanges.

Contractor/Consultant
HDR, Inc. has been selected to prepare the Plans, Specifications, and Estimate for Project 1. (Spanaway Loop Road to SR 7)

Recent Progress
The contract plans, specifications and estimate were completed.  The project advertisement date was March 31, 2008. 

Design Construction Impacts
Project 1 (Spanaway Loop Road to SR 7) is the first phase of the Cross-Base Highway and it will construct four additional lanes from Spanaway Loop Road to SR 7.  This project will include new stormwater treatment facilities, sidewalk, bus stops, noise barrier, dedicated right turn lanes onto southbound SR7, and a new traffic signal.  The construction of Project 1 will be in line with the entire SR704 Cross-Base Highway and will minimize the amount of rework when the  remainder of the corridor is constructed.  Project 1 will begin construction in the spring of 2008 and will be completed by December 2008. 

Environmental Impacts / Compliance
During the EIS phase, the selected alternative was chosen because it avoids many sensitive areas.  In locations where impacts are unavoidable, design will minimize impacts to the environment by use of retaining walls, bridges and steeper side slopes.  Project 1 has minimal impacts to the environment and the proper mitigation measures are being implemented as part of the construction.

Impacts to Traffic
Project designs will incorporate sound traffic management practices to minimize impacts to motorists.  Most of the construction work will be completed during the day and will cause minimal distruptions to traffic.  Most work will be done out of the roadway and flaggers will be used as necessary.
