Overview
WSDOT contractor crews replaced a 3-foot diameter culvert with a 12-foot wide, six-foot tall box culvert under SR 548 just south of Blaine near Hoyt Street. The old culvert was a barrier to fish migration. In 2013, the U.S. District Court for Western Washington ruled that the state must remove culverts that block fish passage under state roads.
Protects environment
Installing a box culvert to replace the round culvert will open up about two miles of habitat for salmon, steelhead and other species of fish. The completion of this project helps bring the state into compliance with the U.S. District Court ruling.
