SR 539: Horton Road to Tenmile Road Widening

Project Description
Widening Guide Meridian Road to five lanes will increase safety and traffic capacity along this heavily-traveled traffic corridor. This widening work will also provide an additional lane of traffic in each direction along a major freight corridor between Bellingham and Aldergrove, British Columbia.

KPFF is the primary design consultant

Recent Progress

Real Estate aquisition began in the summer of 2001 and is currently 65% complete.

Plans and Specifications for contract advertisement are currently 90% complete.

Design Construction Impacts
Design and Construction estimates has been prepared for a Phase 1 contract which will include clearing, demolition, erosion control, construction of seven detention ponds and one wetland mitigation site.   If funding is appropriated for Phase 1 construction, preliminary engineering work will commence in May, 2004 with a target Ad date of May, 2005.  Completion of Phase 2 design work to complete  PS&E for a February, 2007 contract Ad date will remain shelved until funding issues are resolved. 

Environmental Impacts / Compliance

This project will provide storm water collection ponds and build 11 water detention treatment ponds.  New wetlands will be constructed to mitigate  for impacts during construction at  Deer Creek, Ten Mile Creek and Four Mile Creek.

Impacts to Traffic

Staged construction will minimize traffic impacts.  During construction, one lane of traffic will be open at all times. Detour routes will be provided when side roads are closed.  Side roads will always have one lane open when they are not closed for mainline or bridge construction work.
