SR 532 - Corridor Improvements

Project area map SR 532 from Camano Island to Interstate 5 is the main connection to and from I-5 for the city of Stanwood and the only link to the mainland for Camano Island.

Project Facts
  • Between 2000 and 2006, Stanwood’s population increased by more than 25 percent and Camano Island increased nearly 11 percent.
  • In the last 10 years, traffic counts have increased by almost 70 percent in some locations.
  • SR 532 carries nearly 20,000 vehicles each day.

Project Status

November 2008

WSDOT developed a list of improvements that will increase safety and reduce travel time along SR 532. The projects are designed to address a variety of issues by building a new wider bridge to replace the General Mark Clark bridge and add new turn lanes and truck climbing lanes.

Why is WSDOT improving SR 532 from Camano Island to I-5?
SR 532 provides the only connecting route to
the mainland for Camano Island, as well as the
primary connection to and from I-5 for the city of Stanwood and surrounding rural northwest Snohomish County.

The communities along SR 532 from Camano Island to I-5 are growing and traffic demands are increasing proportionately.  Those demands are creating congestion and an increased number of collisions.

Once complete, the improvements will decrease the time it takes to drive between Camano Island and I-5, ease traffic congestion and increase safety.

The End Result
As we work through the design phase, we will monitor the prices of construction material and equipment to manage any affects escalating costs may have on our budget. Currently, we are reviewing the following improvements:

  • Between 64th Ave NW and 12th Ave NW we will install left-turn lanes at several intersections, construct a westbound truck-climbing lane between 12th Ave NW and 28th Ave NW, and provide access control for driveways.
  • Between 270th Street NW and 72nd Ave NW in the city of Stanwood we will repave this section of road and install left- and right-turn lanes at selected intersections, construct an eastbound truck-climbing lane between Pioneer Highway and 72nd Ave NW, update the sidewalks and driveways to meet ADA standards and add sidewalks between 104th Avenue NW and 98th Avenue N.W.  We will also reconfigure the central business area to provide a shared bikeway and street parking.
  • Between Stanwood and Camano Island we will replace the General Mark W. Clark Memorial Bridge with a wider and safer bridge. The new bridge will provide a shared 14 foot lane  to accommodate bicyclists and pedestrians, and allow room for vehicle breakdowns without blocking traffic.  We will also construct a westbound left-turn pocket at Eide Road.
  • Between N Sunrise Blvd and Davis Slough we will install left-turn lanes at select intersections and modify driveways to align with intersection improvements.

Project Benefits

  • Reduced Congestion - we will reduced choke points and congestion by adding new turn lanes and truck climbing lanes.  Improved traffic flow allows goods, services, and workers to more quickly travel between urban centers such as Seattle and Everett and the Camano Island/Stanwood area.
  • Increased Safety - New turn lanes will help reduce the number of collisions by allowing a smoother flow of traffic through intersections.  Improved driveways will keep cars entering and exiting the highway under safer conditions.
  • Maintained Infrastructure - Replacing the Gen. Mark Clark Memorial Bridge with a new bridge that has an expected service life of 75 years will eliminate the cost and time used to maintain the current 60-year-old bridge.
  • A Better Environment - We will improve water quality and wildlife habitat by building stormwater treatment facilities to better control the road's storm-water runoff.

What is the project timeline?
July 2005 - We received funding for the project

March 5, 2008 - Held open house in the city of Stanwood to share design and construction plans with the community

July 28, 2008 - We will ask potential contractors provide their qualifications to bid on the project (Request for Qualifications/RFQ).

October 2008 - We will issue a Request for Proposal (RFP) to short-listed firms.

Spring 2009 - We will award the contract

Summer 2009 - We plan to start construction

December 2010 - We plan to have all lanes open to traffic

Public Involvement
Your thoughts and opinions are important to us.  Public participation opportunities will continue to be presented through the design process, including public meetings.  Contact the project design office for more details on project involvement.

At an open house, March 5th, in the city of Stanwood, we provided a tour of projects planned for SR 532 highway from Camano Island to I-5. See displays of the different segments of the projects planned for SR 532 shared at this event.

Environmental Protection
We make every effort to assess and minimize environmental impacts from our projects.  We will complete a detailed analysis of the project's environmental impacts and, if necessary an appropriate plan for mitigation of impacts will be developed and documented as part of the Environmental Documentation and Permitting process.
Please visit the WSDOT Environmental Services Web site for more information.

Increasing safety is one of our priorities
As the communities of Camano Island, Stanwood and the surrounding area continue to grow so too do the number of collisions on SR 532.  Many of them were congestion related, such as rear-end collisions.

Improving intersections by creating turn lanes and inter-connecting the signals will help relieve traffic congestion and reduce the number and severity of collisions.  Restricting turns at other locations through the corridor will also help reduce the number of rear end and angle collisions.

Will this project impact tribal resources?
Tribes with an interest in or land near this construction project will be notified during the environmental review and permitting phase of the project. To learn more about Section 106 Tribal Consultation (also called government-to-government tribal consultation process) please visit WSDOT's Tribal Liaison page, where you'll find the WSDOT Centennial Accord Plan and WSDOT's Tribal Consultation Policy (Adopted by the Transportation Commission on Feb. 19, 2003).

Financial Information
These four projects are funded through the following sources.

  • 2005 Gas Tax (Partnership Funding) - $73.6 million
  • Pre-existing State Funds - $8.5 million
  • Total Funding From All Sources - $82.1 million
