SR 522 - Snohomish River to US 2, Four Lane Widening

Quarterly Project Report Update for Quarter Ending September 2008

Project Title & Location
SR 522 - Snohomish River Bridge to U.S. 2 Widen to 4-Lane Divided Highway, Monroe

Project Description
The project will widen SR 522 to four lanes between the Snohomish River and US 2 in Monroe. The project also builds five bridges for the new roadway, including a 1/3 mile bridge across the Snohomish River.

Contractor/Consultant
Project not yet advertised or awarded.

Recent Progress
The Environmental Document’s FONSI (Finding of no significant impact) is nearly complete. Several design revisions from the final Value Engineering Study report completed in June 2008 are being incorporated into the Environmental Document and 30% design package scheduled for completion in mid September.

Design Construction Impacts
Acquisition of right-of-way for stormwater treatment facilities is required.  Construction of the Snohomish River Bridge will require construction of one pier in the river during the July to September fish window in 2010 or 2011.

Environmental Impacts / Compliance

Mitigation efforts will include avoidance measures and adherence to state and federal permit requirements.

This project will construct storm water treatment facilities for both water quality and quantity.  Use of temporary erosion control measures during construction will minimize impacts.

Impacts to Traffic
Construction will start in 2009, traffic will experience narrower lanes & shoulders, slower speeds, and some advanced publicized nighttime and weekend closures may occur (detours will be provided.)   Rock blasting on SR 522 east of the Snohomish River bridge will require multiple road closures in the late evenings after peak hour traffic. All 4 lanes should be open to traffic by summer 2012.

Project Milestones Scheduled Attained Milestone Outlook
Environmental Documentation Complete Oct 2008 The FONSI is expected to be issued in November. This milestone was delayed due to an additional noise study that was required to be completed.
Right of Way Purchased Nov 2009 Good.  This activity is proceeding on schedule.
Environmental Permits Sep 2009 There are risks with this compressed schedule.  However, we are coordinating early with regulatory agencies to minimize any delay risks.
Contract Advertised Dec 2009 Currently on schedule.  Environmental permits receipt prior to AD is a risk.

Operationally Complete July 2012 Currently on schedule.
