Quarterly Project Report Update for Quarter Ending March 2009

Project Title & Location
SR 522 - Snohomish River Bridge to U.S. 2 Widen to 4-Lane Divided Highway, Monroe

Project Description
The project will widen SR 522 to four lanes between the Snohomish River and US 2 in Monroe. The project also builds five bridges for the new roadway, including a 1/3 mile bridge across the Snohomish River.

Project not yet advertised or awarded.

Recent Progress
The FONSI, Finding of No Significant Impact, was issued by FHWA on 11-12-2008.  
Channelization Plans, deviations and Design Documentation Package are nearly complete.  50% Plans and cost estimate have been completed.   30% bridge plans have been completed.  

Further work on bridge design, geotechnical design, roadway design, right of way acquisition and environmental permits has been suspended until additional funding is approved for the project.

The 2009 Legislature may consider changes to the transportation budget that may include adjustments to some project budgets and schedules.  

Design Construction Impacts
Acquisition of right-of-way for stormwater treatment facilities is required.  Construction of the Snohomish River Bridge will require construction of one pier in the river during the July to September fish window.

Environmental Impacts / Compliance

Mitigation efforts will include avoidance measures and adherence to state and federal permit requirements.

 

This project will construct storm water treatment facilities for both water quality and quantity.  Use of temporary erosion control measures during construction will minimize impacts.

Impacts to Traffic
During construction, traffic will experience narrower lanes & shoulders and slower speeds.   Rock blasting on SR 522 east of the Snohomish River bridge will require multiple road closures in the late evenings after peak hour traffic.

Right of Way Purchased Nov 2009 This activity is currently suspended until additional funding is approved.
Environmental Permits Sep 2009 Early coordination has occurred with the regulatory agencies to minimize any delay risks.  Permit applications will be submitted after additional project funding is approved.
Contract Advertised Dec 2009 This ad date will not be met.  Design work is currently suspended until additional funding is approved. 
Operationally Complete July 2012 This date will be reevaluated after additional funding is approved for the project.
