Project Title & Location
SR 522 - Snohomish River Bridge to U.S. 2 Widen to 4-Lane Divided Highway, Monroe

Project Description
The project will widen SR 522 to four lanes between the Snohomish River and US 2 in Monroe. The project also builds five bridges for the new roadway, including a 1/3 mile bridge across the Snohomish River.

Recent Progress
The Environmental Document’s FONSI (Finding of no significant impact) was approved by FHWA on November 12, 2008. Several design revisions from the Value Engineering Study completed in June 2008 were incorporated into the Environmental Document and the 50% design package will be completed in December as scheduled.  

The Cost Risk Assessment (CRA) for the project was completed using a 30% design package.  The CRA cost to complete exceeds the available budget for the project and alternatives are being evaluated.   Cost increases resulted from recent higher bidding prices for major construction items such as steel, concrete, asphalt, and earthwork.  A future cost estimate for the project will be reassessed using a 50% design package. 

Design Construction Impacts
Acquisition of right-of-way for stormwater treatment facilities is required.  Construction of the Snohomish River Bridge will require construction of one pier in the river during the July to September fish window. 

Environmental Impacts / Compliance

Mitigation efforts will include avoidance measures and adherence to state and federal permit requirements.

 

This project will construct storm water treatment facilities for both water quality and quantity.  Use of temporary erosion control measures during construction will minimize impacts.

Impacts to Traffic
Traffic will experience narrower lanes & shoulders, slower speeds, and some advanced publicized nighttime and weekend closures may occur (detours will be provided.)   Rock blasting on SR 522 east of the Snohomish River bridge will require multiple road closures in the late evenings after peak hour traffic.

Operationally Complete July 2012 The schedule for this project is being reassessed due to the construction funding shortage.
