Project Description
This project will construct a new south access to the UW Bothell/Cascadia Community College Campus from I-405 and SR 522. The south access is planned to accommodate 80% of all campus traffic. By local ordinance, the campus cannot grow beyond 3,000 students without the south access. The state expects the co-located campus to grow to hold 10,000 students after the south access is constructed.

Recent Progress
- The revisions to the construction plans have been completed to address the high water table at the new intersection of SR 522 and South Campus Way. These revisions have eliminated the cost of a permanent pumping system however the project has gone over budget for design and construction. - DMJM Harris was hired to complete an independent estimate of the construction cost and recommended that the estimated cost for construction dewatering, roadway excavation, soil nails, Chitosan Sand Filtration System and several other items be increased due to higher costs being experienced throughout the industry for labor, materials, fuel and inflation. - WSDOT is currently reviewing all aspects of the project to determine any items that can be reduced or deleted from the project to reduce the amount of the budget overrun. - The colleges have agreed to eliminate 1 lane leaving the campus which resulted in a $1 million construction cost reduction. It was determined that the alignment can be reconfigured to allow the lane to be constructed for less cost in the future as part of future garage construction which is planned for a future biennium in 10 to 15 years. - Additional cost reductions are being investigated but are not expected to eliminate the total project budget deficit.

Design Construction Impacts
-The design requires the construction of a new bridge, widening of an existing bridge and construction of an 85 foot tall retaining wall adjacent to the new campus entrance road. - A high water table in the vicinity of the new South Campus Way intersection will require dewatering to lower the water table during construction. -Construction will be in the vicinity of the Sammamish river and North Creek which will require a large amount of Temporary Erosion Control measures to be utilized on the project.

Environmental Impacts / Compliance
-The project wetland impacts are approximately 0.42 acres. Wetland mitigation is planned to be from the existing North Creek Floodplain/wetland mitigation site previously constructed by the college. -Water quality facilities are planned to be located within the existing right of way. Detention is not required for the Sammamish River.

Impacts to Traffic
Construction of the project will require closures of the I-405 ramps and single lane closures on SR 522 during the off peak hours to provide a safe work zone to construct the new alignment for SR 522.

The colleges Higher Education budget from the General fund are funding the Preliminary Engineering and Right of Way acquisition. The Preliminary Engineering expenditures have exceeded the budget due to additional Geotechnical and Preliminary Engineering work that was required to investigate and address high water table issues.

Permits are expected to be received by Oct 2006. The Environmental Assessment was completed and a Finding of No Significant Impact was received from FHWA in June 2002.

Right of Way Certification

ROW certification is expected to be completed by Oct 2006. The colleges are funding Right of Way acquisition.

The project ad date has been delayed to Nov 6, 2006 due to the water table issue that has required additional Geotechnical investigation and design work to resolve. The construction estimate currently exceeds the budget and will require additional time to revise items in the contract plans to reduce the project cost.

Open to Traffic

The open to traffic date for the new south access from SR 522 is planned to be fall 2008. The campus will not have any new buildings opening until fall 2009.
