SR 522/UW Bothell/Cascadia CC Campus Access – Bothell

Project Description
This project will construct a new south access to the UW Bothell/Cascadia Community College Campus from I-405 and SR 522. The south access is planned to accommodate 80% of all campus traffic. By local ordinance, the campus cannot grow beyond 3,000 students without the south access. The state expects the co-located campus to grow to hold 10,000 students after the south access is constructed.

A contractor will be selected in Spring 2006.

Recent Progress
The Access Point Decision Report has been completed and tentative approval has been received from Federal Highways subject to the City of Bothell accepting the new south access roadway as a city street. The 90 pct contract plans have been submitted for a concurrent Headquarters and Region review.

Design Construction Impacts
The design requires the construction of a new bridge, widening of an existing bridge and construction of a 85 foot tall retaining wall adjacent to the new campus entrance road. A high water table has been discovered in the vicinity of the new South Campus Way intersection which will require pumping to control during construction and possibly a permenant pumping station after construction is completed. This change will require revisions to the drainage plans and will likely impact the ad date for the project. Construction will be in the vicinity of the Sammamish river and North Creek which will require a large amount of Temporary Erosion Control measures to be utiliized on the project.

Environmental Impacts / Compliance
The project wetland impacts are approximately 0.42 acres. Wetland mitigation is planned to be from the existing North Creek Floodplain/wetland mitigation site previously constructed by the college. Water quality facilities are planned to be located within the existing right of way. Detention is not required for the Sammamish River.

Impacts to Traffic
Construction of the project will require closures of the I-405 ramps and single lane closures on SR 522 during the off peak hours to provide a safe work zone to construct the new alignment for SR 522.

The permit applications were delayed due to the project impacts were not completed until the 90 percent plans were available. Permits are expected to received by May 2006. The Environmental Assessment was completed and a Finding of No Significant Impact was received from FHWA in June 2002.

The right of way acquistion process started 3 months late due to plan changes. The colleges are funding Right of Way acquisition.

May 1, 2006 ad date will likely be delayed due to water table issue that will require additional design work to resolve.

Open to Traffic

A Fall 2007 open to traffic date is unlikely due to the late construction start of the project. The open to traffic date will be reevaluated after the design for the high water table issue has been completed. The final completion of the project is expected by Summer 2008.
