Quarterly Project Report Update for Quarter Ending December 2005

Project Title & Location
SR 522/UW Bothell/Cascadia CC Campus Access – Bothell

Project Description
This project will construct a new south access to the UW Bothell/Cascadia Community College Campus from I-405 and SR 522. The south access is planned to accommodate 80% of all campus traffic. By local ordinance, the campus cannot grow beyond 3,000 students without the south access. The state expects the co-located campus to grow to hold 10,000 students after the south access is constructed.

Contractor/Consultant
A contractor will be selected in Spring 2006.

Recent Progress
The Access Point Decision Report has been completed and submitted to Federal Highways for approval.  The draft channelization plans and draft Hydraulics report have been completed and in final reviews.  Completed 60% review.

Design Construction Impacts

The design requires the construction of a new bridge, widening of an existing bridge and construction of two 40-foot tall retaining walls adjacent to the new campus entrance road.  


Construction will be in the vicinity of the Sammamish river.  An existing maintenance area in the median of SR 522 will need to be relocated to an area under I-405.  The colleges are funding Preliminary Engineering and Right of Way acquisition. 

Environmental Impacts / Compliance

The project wetland impacts are approximately 0.42 acres.  Wetland mitigation is planned to be from the existing North Creek Floodplain/wetland mitigation site previously constructed by the college. 


Water quality facilities are planned to be located within the existing right of way.  Detention is not required for the Sammamish River.

Impacts to Traffic
Construction of the project will require closures of the I-405 ramps and single lanes on SR 522 during the off peak hours to provide a safe work zone to widen the North Creek Bridge and construct the new alignment for SR 522.  Detailed construction staging plans are now being developed.

Preliminary Engineering July 2004 July 2004 The colleges are funding preliminary Engineering. 
Environmental Document March 2006 The permiting process will require an aggressive schedule.   The Environmental Assessment was completed and a Finding of No Significant Impact was received from FHWA in June 2002.
Right of Way Certification March 2006 The right of way acquistion process started 3 months late due to plan changes.   One condemnation may be required to clear Title.  The colleges are funding Right of Way acquisition.
Advertisement March 2006 Outlook good for a Spring 2006 ad date but requires an agressive schedule to make March.
Open to Traffic Fall 2007 Outlook good for fall 2007 to lanes open to and from the campus.  The final completion of the project is expected by Spring 2008.
