SR 520 Bridge Replacement and HOV Project

Project Description
The overall program will replace the SR 520 corridor from I-5 to I-405 and reconfigure the existing HOV lanes east of I-405. This program is currently funded to complete environmental documentation and replace the Evergreen Point Bridge from Foster Island to Medina.

Recent Progress
- Conducted contracting and environmental delivery workshops
- Public open houses to present updates on the three mediation design options and the Eastside Transit and HOV Project
- Continued in-depth 30% design for the floating bridge and Eastside
- Began 30% design for the Westside
- Completed initial Westside mediation process and are continuing technical working sessions with stakeholders
- Began work on Pontoon Construction Project's Draft Environmental Impact Statement 
- Completed updates to cost and risk evaluation for all program elements
- Continued negotiations for right of way purchases on the Eastside

Design Construction Impacts
The anticipated start of major construction is spring of 2010.  The project has received $52 million from the 2003 Nickel Package, $496 million from the 2005 Transportation Partnership Account, and $1,391 million of other State and Federal funds.  This money will be used for the completion of the Environmental Impact Statement, project design, right of way purchases and to begin construction.  Completion of project construction depends on additional funding from potential tolling and other sources.

Environmental Impacts / Compliance
 A draft EIS with a thorough analysis of the project alternatives and options was issued in August 2006.  Project has started work on a supplemental draft EIS incorporating the 4+2 lane configuration as identified by the Governor and legislators.  A draft EIS for pontoon construction is now in development and expected to be issued in late 2009

Impacts to Traffic
Traffic impacts in the corridor have not yet been fully determined.  Pontoons for the new floating bridge will be constructed off-site and brought in through the Ballard Locks. 
The new floating bridge will be built to the north of the existing bridge, allowing traffic to continue to use the exisiting bridge during construction.

Advertisement Date Fall 2010 This date is for advertisement of the first major construction project in the SR 520 corridor. Off-site construction of pontoons will begin sooner
Operationally Complete Fall of 2014 Completion of major construction in the corridor. New floating bridge is scheduled for opening in 2014
