I-5 to Medina: Bridge Replacement and HOV Project Environmental Documents

2011 Record of Decision
2011 Final EIS
2010 Supplemental draft EIS
2006 Draft EIS

SR 520 is a critical component of the regional infrastructure, connecting Seattle to communities on the Eastside.

The SR 520, I-5 to Medina: Bridge Replacement and HOV Project includes several safety, mobility and environmental improvements to help create safer and more reliable commutes while minimizing impacts to local neighborhoods and communities.

August 2011 - Record of Decision

SR 520 I-5 to Medina project Record of Decision

The Federal Highway Administration has signed the Record of Decision, a document that finalizes the NEPA environmental process and allows WSDOT to further design for the I-5 to Medina: Bridge Replacement and HOV Project and obtain construction permits.

The Record of Decision also lists many commitments made by WSDOT and FHWA to surrounding communities before, during and after project construction. These commitments include mitigation for project effects to the environment and neighborhoods as well as implementing traffic-calming measures in the Arboretum and developing a community construction management plan.

SR 520, I-5 to Medina: Bridge Replacement and HOV Project Environmental Impact Statement

What is an environmental impact statement?

An environmental impact statement (EIS) is a document that discloses potential effects from a proposed project under the requirements of the National Environmental Policy Act (NEPA) and the State Environmental Policy Act (SEPA). An EIS describes the purpose and need of the project and proposed plans for its for construction. It also provides comprehensive analysis about project operations and environmental effects.

June 2011 - Final EIS

What is included in the final EIS?

The final EIS compares the Preferred Alternative with the design options analyzed in the supplemental draft EIS, further refines previous analyses based on the Preferred Alternative design, and identifies how WSDOT will avoid, minimize and mitigate for project effects. The document also takes into account the latest assumptions about other regional transportation and development projects to place the project within a wider context.

In the final EIS, we respond to comments from agencies, tribes, jurisdictions and the public.

Jan. 22, 2010 - Supplemental draft EIS

What is a supplemental draft environmental impact statement?

Cover photo courtesy of Greg Barnes.

The SR 520, I-5 to Medina: Bridge Replacement and HOV Project Supplemental Draft EIS presents information about the project to inform citizens about the potential effects of project choices and to assist decision-makers in considering how the project should proceed. It builds on the work of the 2006 draft EIS by evaluating a new set of 6-Lane Alternative design options.

According to the National Environmental Policy Act and State Environmental Policy Act, an agency must prepare a supplemental draft EIS when:

  • The agency makes substantial changes in the proposed action that are relevant to environmental concerns; or
  • There are significant new circumstances or information relevant to environmental concerns and bearing on the proposed action or its impacts.

Why is the supplemental draft EIS important to me?

The supplemental draft EIS presents an important opportunity for the public to formally comment on the I-5 to Medina: Bridge Replacement and HOV Project's effects and have their comments tracked, published and addressed by the project team in the final EIS.
