ESSB 6392 Workgroup

In 2010, the Washington State Legislature passed and Gov. Gregoire signed Engrossed Substitute Senate Bill (ESSB) 6392 (pdf 62 kb).

ESSB 6392 directed WSDOT to work with regional agencies to refine components of the SR 520, I-5 to Medina preferred alternative, including design refinements and transit connections, and high capacity transit planning and financing.

The bill also directed WSDOT to develop a mitigation plan for the Washington Park Arboretum.

In response to this direction from the Legislature, WSDOT led  a collaborative effort with the City of Seattle, King County, the University of Washington, Sound Transit and the Arboretum and Botanical Garden Committee.

Members?

The ESSB 6392 requirements were coordinated through managers from WSDOT, the City of Seattle, King County, the University of Washington and Sound Transit.

This process was informed by two technical coordination teams established by WSDOT and the Seattle Department of Transportation (SDOT). These teams reported technical findings. 

  1. Design refinements and transit connections technical coordination team, with technical staff from:
    - Seattle Office of the Mayor (SDOT)
    - Seattle City Council
    - WSDOT
    - King County Metro
    - Sound Transit
    - University of Washington

    The technical coordination team also includes members from:
    - Seattle Design Commission
    - Seattle Pedestrian Advisory Board
    - Seattle Bicycle Advisory Board

  2. Transit planning and finance technical coordination team, with technical staff from:
    - WSDOT
    - King County Metro
    - Sound Transit

    The technical coordination team also included participation from staff representing the Seattle Department of Transportation and the University of Washington.

In addition, a staff team worked with the Arboretum Botanical Garden Committee and Seattle Parks and Recreation to develop a plan for Arboretum mitigation. These meetings were open to the public. Information about meeting times and locations can be found online .

How was the public be involved in the ESSB 6392 process?

The ESSB 6392 process provided several opportunities for public engagement prior to submittal of the final report at the end of 2010:

  • Public meetings : Public meetings were held for briefings from the technical teams on their work. Each meeting included an opportunity for public comment. 
  • E-mail updates : ESSB 6392 process updates are included in our regular e-mail updates .
  • Briefings : ESSB 6392 members and/or technical team members provided briefings to community councils and other community organizations.
  • Seattle City Council sessions : The Seattle City Council conducted two public sessions on the technical team's work that allowed discussion with council members and received public comments.

What is the ESSB 6392 schedule?

Recommendations on design refinements and transit connections were submitted to the Governor and Legislature in October 2010. 

A final report on high capacity transit planning and financing and the Washington Park Arboretum Mitigation Plan were submitted to the Governor and Legislature Dec. 22, 2010.
