Project Title & Location

SR 519/I-90 to SR 99 - Intermodal Access Project I/C Improvements

Project Description
SR 519 is an important thoroughfare for cars, freight and pedestrians in Seattle's SODO district that connects I-90 and I-5 with the Port of Seattle and Colman Ferry Dock. Roadway congestion is increased by a railroad crossing. Phase 2 of this project will determine scope, design and construct additional improvements to reduce pedestrian, car and truck congestion and increase safety and freight mobility.

Preliminary Engineering and Environmental Assessment by CH2M Hill.  Public Involvement by EnviroIssues. 

Recent Progress

The Design-Build Request for Proposals (RFP) was issued to the Proposers on May 30, 2008 and the evaluation process is currently underway. 

 

Design Construction Impacts
The construction of this project has been advanced by a year utilizing a design-build procurement method.  Construction is anticipated to begin in mid-October 2008 and be substantially complete before June 30th, 2011.  The escalating cost of steel girders and rising fuel costs have impacted this project cost estimate by 10%.

Environmental Impacts / Compliance
The "Environmental Document Complete" milestone was attained on April 25, 2008.  Notice of Action Taken was issued for the South Atlantic Street Road Improvements "West Leg" from Utah Avenue South to First Avenue South Project on June 30, 2008.

Impacts to Traffic
The Construction schedule is compressed and the work is sequenced to minimize traffic and pedestrian impacts as well as major events at the adjacent facilities.  Traffic will be mitigated by first constructing the 1st and Atlantic intersection improvements followed by the I-90 Atlantic ramp and the Royal Brougham Way grade separation.
