SR 510 - Yelm Loop

Project Description
The purpose of this project is to improve traffic circulation within the City of Yelm by routing the through traffic away from the town center. This project will construct a new 4.2 mile two-lane limited access highway, and includes two roundabouts, one signal, and a separated non-motorized pathway. The new highway will reduce congestion and improve freight mobility, safety, and traffic circulation.

Recent Progress
The document containing the findings and conclusions of the July 26, 2006 limited access hearing was adopted on December 5, 2006.  The Right of Way Plan was approved December 7, 2006.  

The purchase of right-of-way along the corridor will be continuing through the 2007-2009 biennium.

A re-evaluation of the 2000 NEPA Environmental Assessment is in progress and is expected to be completed by the end of 2007. 

Design Construction Impacts
Significant development continues along the corridor.

Environmental Impacts / Compliance
In 1999 and 2000, under the direction of the City of Yelm, a NEPA Environmental Assessment (EA) was completed.  FHWA issued a "Finding of No Significant Impact" in 2000.  The project team is re-evaluating the various elements addressed in the original EA.  An Environmental Re-evaluation is being prepared per NEPA guidelines as is a Biological Assessment (BA).

In the 6/15/06 Pre-BA meeting, the services and FHWA agreed to the BA focusing on the Y3 (SR 510 Loop) portion only.

Impacts to Traffic
The proposed project will be a new corridor.  At locations where the new roadway intersects with existing streets, the public can expect delays during construction.

Design Start July 1, 2004 December 2005 This was formerly a City of Yelm lead project.  Preliminary design, including updating the environmental assessment, began in June 2004.  There was a cost risk assessment in October 2004.  Design work delayed until transportation funding was approved.In April 2005, the legislature provided additional $33 million funding for the Yelm Loop project.  Design and environmental work resumed in December 2005.  In 2005, $2.5 million in federal funds was obtained.  The Access Hearing was held July 26, 2006.
Environmental Documentation Complete July 15, 2005 December 30, 2007  This is the expected date for the reevaluation to be complete.
Right of Way Certification   December 15, 2012 Early right of way acquisition in progress.  Approximately 100 property owners are being impacted.
