SR 510 - Yelm Loop

Project Description
The purpose of this project is to improve traffic circulation within the City of Yelm by routing the through traffic away from the town center. This project will construct a new 4.2 mile two-lane limited access highway, and includes two roundabouts, one signal, and a separated non-motorized pathway. The new highway will reduce congestion and improve freight mobility, safety, and traffic circulation.

Recent Progress
An Open House / Access Hearing was held at the Yelm Middle School  on July 26, 2006.  More than 100 interested parties attended.  The document containing the findings and conclusions of the limited access hearing is scheduled to be completed in fall 2006.

Design Construction Impacts
Early right-of-way acquisition continues.  Ten parcels have been acquired to date.  New appraisals are being completed for subdivision under development so that negotiations can begin as soon as design approval is obtained.    Real Estate Services is working with Program Management to advance an additional $8 million in right-of-way funds to acquire more properties this biennium.

Environmental Impacts / Compliance

In 1999 and 2000, under the direction of the City of Yelm, a NEPA Environmental Assessment (EA) was completed.  FHWA issued a "Finding of No Significant Impact" in 2000.  The project team has been re-evaluating the various elements addressed in the original EA.

At the 6/15/06 Pre-BA meeting, the services and FHWA concurred with the strategy to complete the BA for the Y3 (SR 510 Loop) portion only.

Impacts to Traffic
The proposed project will be a new corridor.  Motorists can expect delays during construction at areas where the new roadway intersects with existing streets.

Design Start June 2004 June 2004 This was formerly a City of Yelm lead project.  Preliminary design, including updating the environmental assessment, began in June 2004.  There was a cost risk assessment in October 2004.  Design work delayed until transportation funding was approved.
Design Resumed December 2005 December 2005 In April 2005, the legislature provided additional $33 million funding for the Yelm Loop project.  Design and environmental work resumed in December 2005.  In 2005, $2.5 million in federal funds was obtained.  The Access Hearing was held July 26, 2006.
Design Approval Fall 2006  
Right of Way Certification    June 2011 Early Right of Way acquisition in progress.  Approximately 100 property owners are being impacted.
