Quarterly Project Report Update for Quarter Ending March 2009

Project Title & Location
SR 502 Widening from I-5 to Battle Ground - Clark County

Project Description
Increase capacity and safety of SR 502 between NE 10th Ave and Battle Ground by increasing the number of travel lanes from two to four, installing median barrier, signalizing intersections, and establishing limited access control.

Contractor/Consultant
PB is the consultant performing the environmental documentation.

Recent Progress
This project is in the Preliminary Engineering and Environmental phase.  The final version of the Draft Environmental Impact Statement  and Section 4(f) Evaluation is currently being reviewed.  An Access Hearing was held in January 2009, responses to public testimony are being prepared as well as the Finding and Order plans. 

The project Biological Assessment is being reviewed by NOAA Fisheries.

Coordination is ongoing with the following services; FHWA, Department of Ecology, US Corps of Engineers, US Fish & Wildlife, National Marine Fisheries Service, Washington Department of Fish & Wildlife.

Design Construction Impacts
Design is monitoring the water table throughout the project for stormwater treatment evaluation and construction issues. Coordination with utilities is underway.  Known risks are property acquisitions, wetland impacts, storm water treatment and fish passage barriers.

Environmental Impacts / Compliance
The NEPA / EIS process for the project is currently underway. The studies have detailed the project's direct and indirect environmental impacts (natural, ecological, societal and economic) in order to guide final design and construction.

Impacts to Traffic
No issues at this time.
