I-5 - SR 502 - Interchange

Quarterly Project Report Update for Quarter Ending September 2007

Project Title & Location
I-5 / SR 502 Interchange

Project Description
This new interchange, connecting I-5 to State Route 502, will reduce congestion, improve safety and provide more direct access from Interstate 5 to north Clark County and Battle Ground.

Contractor/Consultant
The contract was awarded to Kerr Contractors, Inc. of Woodburn, OR, on February 16, 2007.

Recent Progress
The summer construction activities have been focused on maximizing work on grading, drainage, pond work, bridge substructures, utilities, and surfacing.  The Contractor is currently placing the first leveling course of pavement on as much new roadway as possible in order to stabilize and preserve the site for the upcoming fall rains.  The work emphasis will focus on the structure once the fall weather pattern sets in.  Temporary Water Pollution and Erosion Control best management practices will be employed to insure that all environmental commitments are met during the fall and winter rainy season.

Design Construction Impacts
Due to high water tables in some areas of the project, aeration has been and will be required in order to achieve specified compaction.  Some areas of unsuitable subgrade material have been discovered (underground springs, organic soil) which will require overexcavation and backfill with more suitable material.

Environmental Impacts / Compliance
Approximately 20 acres of new wetland will be created to satisfy environmental permitting requirements for the project. A fish passage barrier will be replaced with a new culvert that is fish passable.

Impacts to Traffic
There have been daily single lane closures of the left lane of I-5 NB for the construction of bridge substructure in the median.  An access road has been constructed in the median in order to eliminate all I-5 SB left lane closures.  The speed limit on I-5 has been lowered to 60 mph for the duration of the project.  The construction of the bridge will require up to 10 nighttime directional closures of I-5 in order to place supergirders.  The construction of the fish passable culvert and ramp walls may require a  5 day closure of the Gee Creek Rest Area.
