Project Facts
  • During construction, crews will remove loose rock, unstable soil, trees and other debris from this slope.
  • Through this project, crews will install rock anchors to hold large rocks in place to further stabilize the rock slope above the highway.

Project Status

September 2008

• Construction began July 7. Single-lane closures will continue, Monday - Friday, throughout the rest of the project.

• This project was advertised for construction in April and awarded to Hi-Tech Rockfall Construction, Inc. of Eugene, Oregon on May 27, 2008.

• An Open House was held on February 6 to discuss the project with the public.

Overview
Through this project, safety improvements will be made to the State Route 4 Corridor between mileposts 45.92 and 45.95, just east of County Line Park. Recent maintenance records and geotechnical investigations show that rock fall prevention is necessary at this location in order to reduce the risk of rocks falling onto the highway and to enhance safety to the traveling public. 

Crews will remove loose rock, unstable soil, trees and other debris from this slope. In addition, crews will install rock anchors to hold large rocks in place to further stabilize the rock slope above the highway. Crews will also install a cable fence along the slope to reduce the risk of rocks falling onto the highway.
 
For the duration of construction, motorists will encounter single-lane closures with up to 20-minute delays, as crews install fencing, repave and repair guardrail.

Why is WSDOT making safety improvements to this corridor?
Recent maintenance records and geotechnical investigations show that rock fall prevention is necessary at this location in order to reduce the risk of rocks falling onto the highway and protect the traveling public.

Safety is WSDOT’s number one priority, and this stretch of State Route 4 often succumbs to weather-related slides, compromising safety and spurring costly repairs. This project aims to reduce both.

The End Result
This project will improve safety and reduce the risk of rocks falling onto State Route 4 by removing loose rock and debris from the slope and install cable fencing along the slope to further stabilize the slope.

What is the project timeline?

  • February 6, 2008: An Open House was held at the Cowlitz PUD Room in Longview, WA.
  • April 2008: Project advertised for construction.
  • May 27, 2008: Project was awarded to Hi-Tech Rockfall Construction, Inc. of Eugene, Oregon.
  • July 7: Construction began.
  • Fall 2008: Construction estimated for completion.

Public Involvement

Increasing safety is one of our priorities
During construction, WSDOT will implement all necessary traffic management and safety measures to ensure the traveling public, and personnel are safe.

Will this project impact tribal resources?
At WSDOT we seek to address the concerns of the tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.

This process is not applicable because the project does not impact tribal lands.
