SR 307/SR104 Safety Corridor – Kitsap County

Project Description
The project corridor runs from MP 0.00 to MP 5.25 on SR 307 and MP 20.58 to MP 23.70 on SR 104. This corridor is the main connector route between Poulsbo and the Kingston Ferry Dock. This project provides spot safety improvements to reduce the frequency and severity of accidents within the limits of HAC and HAL locations. These improvements include the installation of guardrail, slope flattening and sight distance improvements, and the re-alignment of the Port Gamble Road intersection.

Contractor/Consultant
This project is currently in the Design Phase. The PS&E Phase is scheduled to begin in March 2008.

Recent Progress
The Design Matrix parameters and collision data have been evaluated for the corridor. Based on the data, a benefit/cost analysis was done on the Big Valley/Little Valley intersection, Port Gamble intersection, and proposed guardrail installation. As a result of the benefit/cost analysis, the project office prioritized proposed improvements and is proceeding with a proposed design for concurrence.

Design Construction Impacts
Right-of-way acquisition will be necessary at the Port Gamble Road intersection to realign the roadway. It is anticipated that approximately two parcels will be affected. Sight distance and radii improvements will be made throughout the project where right of way and wetlands allow.

Environmental Impacts / Compliance
From approximately milepost 0.50 to milepost 1.58 on SR307, Dogfish creek is immediately adjacent to the roadway. Guardrail will be installed with techniques to minimize impacts to the creek. Wetlands occur east of the Port Gamble intersection (milepost 4.53 on SR307). The realignment of the intersection will be designed to have no wetland impacts.

Impacts to Traffic
During construction there will be lane restrictions and possible lane closures at the Port Gamble Road intersection. Night work will be specified to minimize impacts.
