This Roadway Preservation project (P-1) extended the pavement life of the Chelan Avenue-SR 285 Couplet within the City of Wenatchee by replacing the 1-3/4 miles of asphalt driving lanes from North Miller Street to South Mission Street, MP 2.86 to 4.64. The project included crack sealing and fog sealing of areas not being paved, upgrades to signage, striping, sidewalk ramps plus conduit and junction boxes for future expansion of the Intelligent Transportation System (ITS). Pavement needed restoration. Sidewalk ramps didn't meet current American's with Disabilities Act standards. Striping and pavement markings needed replacement. Work began June 15 and was complete Sept. 10. Grinding and paving was done at night to reduce traffic and business impacts. One lane remained open at all times.

Partnerships & Cooperation
The work at various locations was scheduled to avoid conflict with activities at businesses, government agencies and health care facilities as a result of a significant public outreach. WSDOT also provided electronic lobby KIOSKS with daily work and traffic plans in Spanish & English at locations on both ends of the couplet.

This project was advertised for private contractor bids on Feb. 23, 2015 and on March 25, two qualified bids were opened. On March 30 Central Washington Asphalt Inc. of Moses Lake was awarded contract #8722 for $1,117,117,00, 18% under the engineering estimate.
