Spring 2008
This project is currently in the design stage. It is scheduled to be advertised for private contractor bids on September 29th, 2008. Construction is planned for summer of 2009.
This roadway preservation project repaves 8.84 miles of SR 28 and 0.55 miles of SR 281. The project starts west of the City of Quincy, ending at Winchester.
Why is WSDOT
paving and improving this section of SR 28 and SR 281.
These sections are in need of pavement restoration due to the deterioration of the existing asphalt. The roadway is being improved with stronger asphalt to handle the increasing amount of traffic. Spot safety and drainage items may also be incorporated to improve the overall performance of the roadway.
The End Result
This project will restore the structural integrity of the pavement. It will also improve safety by installing high visibility striping, installing rumble strips, and updating guardrail. Sidewalk ramps throughout the project will be upgraded to current American's with Disabilities Act standards.

Increasing safety is one of our priorities
Besides the safety benefits of the project itself, safety for the public and the construction workers is paramount while the work is underway. Both a comprehensive traffic control plan and a work zone safety plan are being prepared to protect travelers and construction workers.
Will this project impact tribal resources?
No cultural or archeological impacts have been identified. WSDOT adresses the concerns of tribal nations using the process outlined in Section 106 of the National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.
