Project Complete August 2009
Construction began May 11th and was complete August 20, 2009.
This roadway preservation project repaved 8.84 miles of SR 28 and 0.55 miles of SR 281. The project started west of the City of Quincy, ending at Winchester. At K-NW Rd., east of Quincy it also installed illumination and a left turn lane.
Why is WSDOT
paving and improving this section of SR 28 and SR 281?
These sections were in need of pavement restoration due to the deterioration of the existing asphalt. The roadway was improved with stronger asphalt to handle the ever increasing traffic. Spot safety and drainage items in the project included a street light and and left turn lane at K NW.
The End Result
This project restored the structural integrity of the pavement and improves safety by installing high visibility striping, rumble strips, new guardrail and new illumination and a left turn lane at K NW. Sidewalk ramps throughout the project were upgraded to current American's with Disabilities Act (ADA) standards.
Central Washington Asphalt used a new asphalt technology called Warm Mix Asphalt that is produced at a lower temperature. It is a more environmentally friendly because it takes less energy to make and produces fewer noxious fumes.
This project also replaces the pedestrian warning lights at 4th Ave SE. A new overhead system replaces the old in-pavement system that the snow plows broke.

Construction began May 11 and was complete in 50 working days on August 20, 2009.
Financial Information
The project was advertised for private contractor bids on November 24th, 2008. Two qualified bids were opened January 15th and contract #7645 was awarded to Central Washington Asphalt,Inc. on January 20th for $2,574,636.90, $500,000 (18%) under the engineering estimate.
