In addition to building the Eastmont Avenue Extension, this project will provide necessary improvements to the SR 28 and US 2/97 intersection to allow for the Extension tie-in as well as increasing the number of lanes on each leg of the intersection. It also includes a pavement upgrade to portland cement concrete.
Why is WSDOT
constructing this project?
This segment of SR 28 serves East Wenatchee, connecting bridges over the Columbia River on US 2/97 to the north and SR 285 to the south, providing access to the City of Wenatchee. SR 28 also serves as the truck route to US 97 and the Canadian border. It's congested and experiencing accidents related to the congestion.
Between 2005 and 2025, the population in the Greater East Wenatchee Area is expected to grow from 24,000 to over 40,000. That growth is predicted to occur east of Eastmont Avenue. This project will extend Eastmont Avenue to provide a direct route to US 2/97, diverting traffic from SR 28 and reducing congestion.
The End Result
This stage will extend Eastmont Avenue, a Douglas County arterial, to the intersection of US 2/97 and SR 28 and constructs needed improvements at the intersection reducing travel time and improving safety on SR 28.
Project Benefits
- Bottlenecks and Chokepoints: Extending Eastmont Avenue will provide a direct route from East of the Avenue to the North to US 2/97. Diverting this traffic from SR 28 will reduce congestion.
- Safety: Reducing the congestion on SR 28 will reduce the related accidents on the corridor. The extension of Eastmont Avenue makes possible the second access to Fancher Heights, providing an alternative access for emergency services.
- Freight Mobility: Freight movement through Wenatchee Valley will improve with the decreased traffic volumes.
- Economic Development: An area that is currently inaccessible will be open for development and improves the local transportation network for Douglas County.

Design work is underway. Construction is scheduled for the summer of 2010 and 2011.

The appropriate environmental documentation will be completed to address potential environmental issues for the project. As preliminary designs are refined, environmental issues will be evaluated and appropriate mitigation developed. WSDOT is committed to protecting the environment, and makes every effort to assess and minimize negative impacts from highway improvement projects.

Increasing safety is one of our priorities
Besides the safety benefits of the project itself, reducing congestion on Sunset Highway, a comprehensive traffic control and work zone safety plan will be developed to protect drivers and workers during construction.
Will this project impact tribal resources?
WSDOT seeks to address the concerns of tribal nations using the process outlined in Section 106 of The National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan. Close communication with the tribal nations will be ongoing throughout this project when it is constructed.
