SR 28/E. End of the George Sellar Bridge

Project Description
This project reconstructs portions of the SR285/SR28 interchange on the east end of the George Sellar Br. in East Wenatchee. The main improvement is the addition of a bypass route for southbound SR 28 traffic. This relieves congestion at the intersection of SR 28 and Grant Rd. and allows a triple left turn movement, optimizing capacity of the signal there. This is phase one of a two phase project (2nd phase unfunded), to ultimately construct a Single Point Urban Interchange at the intersection.

Recent Progress

Presentations have been made to the Wenatchee Valley Transportation Council, Regional Transportation Planning Organization, East Wenatchee City Council, East Wenatchee Rotary Club, Top Foods Representatives and Fred Meyer Representatives informing them of the preliminary layout of this project.   An open house was held on June 10, with 120 people in attendance.  A relocation plan for the PUD transmission line within the project limits is being evaluated as well as stormwater detention facilities. Geotechnical borings were completed November 10, 2004.  This project is phase 1 of 2 phases.  The unfunded second phase will construct a Single Point Urban Interchange at the intersection of Grant Rd. and SR 28.

Design Construction Impacts
 It is proposed to use the existing retaining wall constructed by Fred Meyer for this project.  This will involve acquiring a portion of the Fred Meyer parking lot for this alignment which will have an impact to their access and parking lot.  The Chelan PUD has an aerial power line in the vicinity of this bypass which will require some relocation.  There are also several businesses and a City of East Wenatchee drainage easement that will be impacted by this project .  Close coordination is ongoing with the City of East Wenatchee, Douglas County, Fred Meyer and other businesses for this project.  A design/access hearing will be required on this project and will be scheduled for early spring 2005.

Environmental Impacts / Compliance
 Coordination with NCR Environmental staff is ongoing to determine what level of Environmental documentation is needed for this project.  Preliminary meetings and communications with resource agencies indicate that a Documented CE (Categorical Exclusion) will be used.  A Draft Environmental Classification Summary will be completed in the very near future.

Impacts to Traffic
 The majority of this project can be constructed with little disruption to traffic on SR28 or SR285.  Traffic using the Fred Meyer parking lot will have minor impacts.  When connections are made to SR28/SR285 traffic will need to be shifted onto the shoulder and/or detoured briefly.  During the construction of the added lane on Grant Road access to businesses will be difficult, and possible lane closures will be needed.
