Quarterly Project Report Update for Quarter Ending March 2004

Project Title & Location
SR 270/Pullman to Idaho State Line.   East of Pullman in Whitman County.

Project Description
As Revised September 2004 - Constructs one additional lane in each direction with a two way turn lane between Pullman and the Idaho State line. The project will increase capacity and reduce travel times. Safety will be enhanced with the addition of a two way turn lane to provide separation between opposing directions of traffic. There are currently two lanes. There will be four through lanes when this project is completed.

Recent Progress
Drilling and soil testing began in mid December 2003 and was completed at the end of February 2004.

Design Construction Impacts

WSDOT reported that a project cost increase was possible due to rock and soil conditions and the need for bridge modifications. It is anticipated that a project cost increase ranging from $3 million to $6 million may be required for design and construction due to increases for rock excavation and changes in bridge design. The revised project cost estimate is expected to be completed by July 2004. WSDOT is investigating methods to reduce or offset these cost increases. The project remains on the schedule for advertisement in January 2005.

Environmental Impacts / Compliance

JARPA was submitted for approval March 1, 2004.  A nine month review process is typical for this permit.

Impacts to Traffic
No significant impacts expected until Spring 2005 when the project is under construction.  Mitigation efforts include a comprehensive public awareness campaign.
