Quarterly Project Report Update for Quarter Ending March 2006

Project Description
This project constructs additional lanes on SR 240 between Richland and Kennewick, linking Interstate 182 with the US Department of Energy's Hanford site, the Columbia Center commercial areas, and east Kennewick's industrial zones. The project will save travel time for auto and vanpool commuters and expand the bicycle corridor. There are currently four general purpose lanes; there will be six lanes when the project is completed.

Recent Progress
Activities this quarter include the continued construction of two bridge structures.  The Richland Y bridge is nearing completion with the deck clousure pour remaining.  The I-182 bridge deck was placed in December.  During post tensioning, a tendon duct failure occured causing concrete spalling at Pier 3, and a delay to grouting of the tendons.  A corrective plan was submitted by the contractor which was reviewed and approved by the State.  Repair of the spalled concrete started in late March.  It is scheduled to be completed, and the tendon grouted by the middle of April.  Construction of Wall No. 1 continues, with construction of 2 structural earth walls located at the Richland Y Interchange nearing 75% completion.  Construction of the new illumination and signal systems also continue as grade is made available.  Wetland Mitigation Excavation on hold for winter weather was resumed in February, and excavation for the Connectivity Structure, Stage 1, also started in February.  Asphalt paving of the new westbound lanes started in early March.

Design Construction Impacts
During roadway construction it was found that one illumination system consisting of 5 luminare poles requiring relocation was not addressed in the contract plans.  Combined efforts between the project office and the SCR Traffic office resolved the plan omission with minimal delay to construction activities.  A change order amounting to $47,000 was created to reimburse the contractor for the added illumination work.

Environmental Impacts / Compliance
SCR Evironmental staff continues to work with WDFW, Dept. of Ecology, local conservation groups and the City of Richland to find alternatives to meet our mitigation shortfall of approximately 3 acres.  This commitment has yet to be resolved.

The mitigation site grading efforts are nearing completion and will be followed by a field review with resource agencies to verify contour grades before the site is planted.

Impacts to Traffic
Impacts to traffic during this quarter were minimal do to the majority of construction activities taking place away from the travel ways.  Short duration lane closures did occur for construction of the drainage system on Columbia Park Trail, and westbound SR 240 for the placement of the stage 1 Super Span temporary shoring wall.
