Quarterly Project Report Update for Quarter Ending September 2004

Project Title & Location
SR 24 – I-82 to Keys Road – Additional Lanes – Yakima

Project Description
This project constructs one additional lane in each direction from I-82 to Riverside Road, improves the interchange, and constructs a new bridge over the Yakima River, relieving congestion, improving safety, and addressing erosion at the Yakima River Bridge piers.

Recent Progress
Design continues for hydraulics, utilities, bridges, traffic control, and retaining walls.  Contract plans are 80% complete.  Contract plans were received from Yakima County and Terrace Heights Sewer District for work being added to this project.  A review for the constructibillity of the contract was held on September 30th.  One utility agreement is complete and 10 in process.  Right of way has been acquired for one parcel, and one has been signed and is being completed,  26 are in negotiations, and 5 are in appraisal.

Design Construction Impacts
Timely resolution of issues between the State and the City of Yakima has assured that this project will remain on schedule for advertisement.  Qwest Communications International is determining whether they have the funding available to relocate their phone lines from the existing Yakima River bridge to the new Yakima River bridge.  We are working with Qwest to minimize the risk of delay to the project advertisement or conflicts between Qwest and the State's contractor.

Environmental Impacts / Compliance
Resolution of difference between the State and City of Yakima resulted in the joint issuance of a Mitigated Determination of Non-Significance (MDNS) in July.  After a 30 day comment period the MDNS was retained and comments will be finalized in October.  We anticipate completing all environmental permits by December 2004.

Environmental Permits Sep 04   The negotation of permit conditions is ongoing.  The delay in SEPA completion has delayed permitting completion until December.

Resolution of SEPA allows the project to remain on schedule.
