Project Title & Location
SR 24 – I-82 to Keys Road – Additional Lanes – Yakima

Project Description
This project constructs one additional lane in each direction from I-82 to Riverside Road, improves the interchange, and constructs a new bridge over the Yakima River, relieving congestion, improving safety, and addressing erosion at the Yakima River Bridge piers.

Recent Progress

The Findings and Orders documenting WSDOT's process and decision to modify access in the I-82 interchange area was completed in May 2004. Right of way appraisals are continuing. We will begin sending out real estate purchase offers in July. We are continuing to coordinate our design with various utilities, the City of Yakima, and Yakima County. WSDOT has begun to prepare contract plans and specifications for this project.

Design Construction Impacts

The issues with the City of Yakima are a serious threat to the ability of WSDOT to achieve the project expectations in accordance with the 2003 Transportation Funding Package.  Further delays to the environmental process could result in either delay of the project or elimination of construction funding.

Environmental Impacts / Compliance

In accordance with SEPA, WSDOT issued a Notice of Action on April 1, 2004 and a Determination of Non-Significance on April 9, 2004.  Because of their concerns about the Wastewater Treatment Plant outfall, the City of Yakima issued a Notice of Assumption of Lead Agency Status and Determination of Significance on April 23rd.  Until this issue is resolved, WSDOT can not acquire the necessary environmental permits for this project.  Discussions to resolve the City's concerns are continuing.
