SR 202 - Preston Fall City Road and Jct SR 203

Quarterly Project Report Update for Quarter Ending March 2006

Project Title & Location
SR 202 - Jct. Preston-Fall City Road & Jct. SR 203 - at Fall City

Project Description
This project will construct sidewalks and intersection control improvements at the intersection of SR 202 and Preston-Fall City Road and at the intersection of SR 202 and SR 203.

Contractor/Consultant
A Contractor will be selected in Winter 2006.

Recent Progress

A single lane roundabout has been designed for the intersection of SR 202 and SR 203. The draft channelization plans have been reviewed and comments have been addressed.   Design deviations have been submitted for approval.   The project drainage requirements for water quality and floodplain impacts have been defined for the project.   Detention is not required for the project.

A Hazardous Waste Report has been completed for the property acquisition area which was the site of an old gas station.

Design Construction Impacts

The roundabout design will require right of way from three existing businesses on one parcel which may result in a total acquisition of the property.

Environmental Impacts / Compliance

The roundabout has been designed so that the cuts and fills within the flood plain balance out.  The Design Office is working with the WSDOT HQ Hydraulics and King County staff to complete the Floodplain impact documentation requirements.

The Hazardous Waste report has confirmed that an old gas station tank was previously removed from the property.  Additional monitoring during construction has been recommended in case any soil contamination still remains.

A Section 106 report for possible archaeological artifacts has been completed and had a "no effect" finding.

Impacts to Traffic
Intermittent lane closures are expected during the construction of this project (2007 and 2008).

Project Milestones Scheduled Attained Milestone Outlook
Preliminary Engineering July 2005  July 2005 The design phase began on schedule.  The roundabout channelization design approval is expected in the next few months.
Environmental Document Complete September 2006 The project is on schedule to complete the environmental documents and permits before the ad date.
Right of Way Certification September 2006 Plan changes to avoid wetlands and floodplain impacts delayed the start of the Right of Way acquisition process.  The Right of Way Certification may be delayed by 3 to 6 months due to the late start and the complexity of the type of business being relocated.
