Quarterly Project Report Update for Quarter Ending September 2006

Project Title & Location

SR 20 Fredonia to I-5

Located on SR 20 in Skagit County near Burlington.

Project Description
This project will improve approximately 5 miles of State Route 20 in Skagit County, from the intersection of SR 536 (Fredonia) to Interstate 5 (Burlington). This portion of SR 20 is currently a two-lane undivided highway, which this project would upgrade to a four-lane divided highway. In addition, realignment of the southbound I-5 ramps and modifications to the northbound ramps will improve movement at the SR 20/I-5 interchange.

Recent Progress

·    Stage 1 in PS&E 10-week review.  Advertisement scheduled for October 30, 2006.

·    Stage 1 right of way acquisition is nearing completion.

·    Completing right of way plan revisions for incorporation of right of way necessary for City of Burlington’s Nevitt Road project.

Design Construction Impacts

·    The project has been broken into three stages due to $22 million in funding shortfalls resulting from increase in real estate values, general cost escalations, and increase in agreement costs.  Stage 1 and 2 are funded for construction.  However, Stage 3 is not funded for construction.  Stage 1 provides improvements from the SR 536 interchange to east of Higgins Airport Way.  Stage 2 provides improvements from Pulver Road to the SR 20/I 5 interchange.  Stage 3 is located between Stage 1 and 2 limits and provides improvements from west of Avon Allen Road to Pulver Road. 

·     The State will be acquiring the additional Right of way for the City of Burlington for their Nevitt Road project.  This will eliminate multiple property acquisition transactions with property owners.  The start of negotiations in the vicinity of the interchange has been delayed as right of way plans are updated.

·     This project changes access rights and traffic movements to right-in/right-out only for all properties adjacent to the highway.

 

Environmental Impacts / Compliance

· The project will impact 6.33 acres of wetlands.  Wetland impacts will be mitigated by creating 8.35 acres of new wetlands and enhancing 0.69 acres of existing wetlands adjacent to Gages Slough.

Impacts to Traffic

· Moderate daily traffic delays are expected due to normal construction activities such as trucks entering and exiting the roadway etc.

· Traffic control staging will be required.

· Detours will be necessary for intersecting local roads during upgrade of railroad crossings and road work.

· Detours will be provided for SR 536 traffic during realignment of SR 536 connection with SR 20.

Environmental Documentation Complete November, 2004 January 2006 The Finding of No Significant Impact signed and SEPA adopted January 9th.
Right-of-Way Certified October 2006    Appraisals and negotiations are progressing.Stage 1 Scheduled for October 2006.  Stage 2 scheduled for December 2007.
Contract Advertisement Oct 2006  Stage 1 is on schedule for bid advertisement in October, 2006.  Stage 2 is on schedule for bid advertisement in January, 2008.
Open to Traffic Fall 2009 Open to traffic for Stage 1 is scheduled for Summer 2008.  Open to traffic date for stage 2 is Fall 2009.
