Quarterly Project Report Update for Quarter Ending December 2004

Project Title & Location

SR 20 Fredonia to I-5

Located on SR 20 in Skagit County near Burlington.

Project Description
This project will improve approximately 5 miles of State Route 20 in Skagit County, from the intersection of SR 536 (Fredonia) to Interstate 5 (Burlington). This portion of SR 20 is currently a two-lane undivided highway, which this project would upgrade to a four-lane divided highway. In addition, realignment of the southbound I-5 ramps and modifications to the northbound ramps will improve movement at the SR 20/I-5 interchange.

Recent Progress

· Access Hearing held on October 27th for both the State Route 20, Fredonia to Pulver Road access hearing plans and the I-5, State Route 20 Interchange Vicinity access hearing plans.

· We started buying 19 necessary pieces of property in order to build the project. 

· Access Point Decision Report in OSC review. 

· Environmental Assessment is in Federal Highway Administration and agency review.

 

Design Construction Impacts

· Project design and right of way costs have increased, however the current construction estimate is lower than the allocated budget and will be able to absorb these additional costs to keep the total project cost within the original budget.   Project design increases of $650 K are the result of expenses incurred to update environmental reports, the Access Point Decision Report, higher than anticipated bridge design and Access Hearing Plan preparation costs.  The right of way cost increase of $7 M is the result of more parcel impacts than anticipated and increased property values.  Some construction costs savings come from purchase of credits from a mitigation bank to mitigate for the project's wetland impacts.  In this case, the cost to purchase credits is substantially less than the cost of constructing a mitigation site.

· This project changes access rights and traffic movements to residential, farm, and commercial property.

Environmental Impacts / Compliance

· Updating Cultural Resource Study.
· Determined that project has 7.79 acres of wetland impact.  Will require 15.58 acres of wetland mitigation. Pursuing wetland banking to mitigate for wetland impacts.

Impacts to Traffic

· Moderate daily traffic delays due to normal construction activities (trucks entering and exiting the roadway etc.).

· Significant short-term delays will occur during new roadway and ramp connections.

Environmental Documentation Complete November, 2004 Completing last discipline study and updating Environmental Assessment (EA).  Expect EA to be signed and issued in February 2005.
Right-of-Way Certified October 2006 Access hearing held October 27th.
