Quarterly Project Report Update for Quarter Ending September 2004

Project Title & Location

Quiet Cove Road Vicinity to SR 20 Spur Vicinity.

SR 20 in rural Skagit County near Lake Campbell.

Project Description
This project will construct safety improvements along SR 20 by grading and widening. Left turn lanes will be constructed at Lunz/Deception Road. A new bridge will be constructed over Meadow Creek to accommodate the left turn lanes and provide fish passage.

Recent Progress
 · Geotechnical testing was completed.
 · Cost Risk Assessment process was completed.
 · Two acceptable wetland mitigation sites have been identified.  Both of these sites are needed to meet mitigation requirements. 

Design Construction Impacts

Retaining walls will be constructed to minimize impacts to forested wetlands and to mitigate unstable slopes.  Construction of a  temporaty alignment will be needed to accomodate bridge construction.

A Cost Risk Assessment (CRA) workshop preformed in April 2004 and subsequent in depth reviews of the results have identified a new total project cost of $19.8 million, an increase of $5.4 million.  The project team is investigating measures to offset these cost increases.

Environmental Impacts / Compliance
Weltand impacts have been minimzed.  New wetlands will be built to mitigate for wetland impacts.  We will adhere to permit requirements.

Impacts to Traffic
Significant impacts will occur when construction takes place in the summer of 2007 and 2008 · There will be a public information campaign to alert the public to future traffic impacts.
